Who can configure Full & Final?

Users with the Full & Final Admin role (or global admin) can change policies and master setup.

Does this affect already processed payroll?

Changes apply from the effective date you select; re-open payroll only for periods still in draft.

Where are audit logs?

Settings → Audit trail lists create/update actions for full & final records.
